In the case of universities, 这些钱应该repay给所有学生，而不是好的学生。举例来说，*的钱可以用于公立大学 academic and administrative staff 工资的发放，基础设施(infrastructure)和advanced (modern) facilities/ laboratories的建设，支援一些有利于prosperous 的 project的研究，和一些奖学金的发放。Likewise, to be equal, 奖学金也不能只给好的学生。作为，应该更多地关注到贫穷的学生，并且兼顾进步快（rapid progress）的学生。Or 如果是私立大学（private universities），*只需要提供一下必要的aids就可以了。

Body 2：其他资金来源

Running the universities 不仅是academically， incl. 教学，开展课题研讨等，还要administratively, 比如 setting and conducting admission policies, maintenance of facilities等等。所以大学 demands 不仅是*的钱，还要有其他financial resources, 比如学费啊，私人机构赞助啊，public organisations, research foundations, a variety of businesses in corporation with the universities, and possibly public donation.

Conclusion

大学的经营非常复杂，涉及到的款项也比较多（expenditure in diverse aspects）, 所以经济来源很多很必要。作为经济来源的重要一环，*，公平来讲，只提供好的学生奖学金是远远不够的。
