How to allocate the governmental funds appropriately has been the shared concerns of the whole society. Undeniably, the money should go to the best students in top universities first.

The best students in famous universities such as Yale and UC Berkeley deserve the awards from the authorities, as they have demonstrated excellent academic performance the whole country expects. It is the country that needs such talents to continue to make greater contributions in the future in various areas such as national defense, outer space exploration or medical care. Scholarship, naturally, is a kind of appreciation and encouragement

But that is not to say other students can never get any financial support from the governments. Some undergraduates, even they are not so splendid as their peers, also have tried their best. Unfortunately, they may come from single-parent or impoverished families, which makes them distracted and preoccupied. By assisting those students, the government may encourage more young generation to pursue their dreams without worrying about the tuition fee.

The government only cannot make the whole picture, other private agencies and students who are able to afford the fee of course should be the important sources for a university too. By being attached with a school, a business organization may win good reputation among the society and the young people who potentially may join the organization and. And students can be proud of being able to manage the fee themselves.

Education needs not only the good students but also the sufficient money for the schools to sustain. Hence the joint efforts from the government, private business and individuals are essential and complementary.
