A conundrum besetting the general population is the housing deficit especially in metropolises. Some people claim that only the authority can resolve this crisis. Overall, I tend to agree with this view.

Once average people change such a convention, the number of residents in modern cities will diminish, thus relieving the crisis. / However, although ordinary people can persuade others not to crowd into large cities, they are not empowered to force others to do so. In comparison, the government can issue certain subsidisation policies to make rural areas more attractive alternatives.
