　　开头段示范：As there is a sudden rise in car accidents in the past few years, how to maintain road safety has triggered a heated discussion among the public (背景介绍). It is sometimes argued that punishing drivers who disobey traffic rules is the only solution to this problem (观点重述). However, I disagree with this view to a large extent (作者立场).

　　背景介绍一般是写一个和题目讨论话题高度相关的社会现象。题目中讨论到了road safety，咱们可以想想为什么题目会讨论到这个话题，那一定和道路上一些不安全的现象高度相关。所以咱们的第一句话就完成了(车祸的激增引发了道路安全的讨论)。可以借鉴的句型是As there is a sudden rise in …, … has triggered a heated discussion among the public.

　　开头段的第二句话的任务是转述题中的观点。这里涉及到了一些技巧，比如同意替换(driving offenders = drivers who disobey traffic rules), 词性变换(punishment ' punishing), 句子结构(把"to impose severe punishment"提前)。可以借鉴的句型是It is sometimes argued that …

　　最后一句话是阐述作者的立场。除了同意，不同意这两个整体立场外，还要把立场的程度说清楚。一般会有三种可能性fully, largely, partly. 可以借鉴的句型是I would fully / largely / partly disagree with this point of view.
