As a controverial issue, nowadays, whether the help given by a country should help its local citizens or to the most needed place is being debated highly. Ideas vary from people, some claim that the country should help its own people. In this essay, I will explore both viewpoints and at the same time, give my own point of view.

Those who believe that a country should help its local citizens claim that one country's leading duty is protect and prosper its people, helping other countries' people is peripheral. Country takes the responsibility to create better condition/public transportation system, and to develop safer economic atmosphere for its citizens. Moreover, even if its people have lived a relatively high standard life, money still needed be used to buils distinguished medical system and high-quality education program, etc. After all, all the government fund comes from taxpayers, it also should be used in improving local citizens life quality.

Conversely, loads of people believe help should be offered to the most needed, since their living situation are undoubtedly worse than an overwhelmingly majority of people on the face of the water. To make things worse, natural disasters might frequently happen in these areas, like hurricanes/earthquake/droughts and so on. If help were not provided by other countries, some could never survive.

Personally, both viewpoints have their pros and cons, I could not give my vote to either of it. I agree that the initial duty for a country is to provide a cleaner/safer and more harmonious circumstance for its people. However, helping local people does not in contradiction with helping those who need help in other countries.
