获取留学资助的三个渠道

可靠的经费来源是关系到出国留学能否成行的重要条件。除亲友资助外，出国留学人员的经费还可通过以下三个渠道获得。

一、*留学资助

我国各级*部门每年均选拔一定数量的公费出国留学人员。这些出国留学人员是由派出部门按照按需派遣的方针，根据隶属关系，有计划、有组织地选拔的。外国*的文化教育交流部门也设有留学资助项目，但由于这些项目由派出国*有关部盯铅门按公费出国留学人员选拔办法组织选拔，所以一般不接受个人申请。

二、国际组织和基金会的经济资助

不少国际组织和基金会均设有以留学申请者为对象的资助项目。有些组织和基金会与各国有关*部门或学术教育机构订有协议，委托这些部门和机构按公费生选拔办法选拔人员。如联合国教科文组织的资助项目就属于此范围内。也有一些国际组织和基金会接受个人申请，只要符合申请条件，就有可能获得资助。

国际组织和基金会的资助项目通常有两种：一种是资助机构直接接受申请者学习或工作，申请程序基本上和申请国外大学的奖学金程序一样。另外一种是资助单位只提供经费，申请者还需自己落实学习或工作地点。申请人不仅要向资助单位提出资助申请，同时还要向有关学校或科研机构提出入学或工作申请。如果资助机构要求申请人必须在其指定的学校攻读学位，资助金的申请程序和该校奖学金的申请程序是一样的。如果是工作性质的资改则毁助，有些针对学生的要求则可以免除。

三、学校资助

各国的高等院校均设有各种类型的奖助学金，外国学生可以直接向学校提出申请。学校的资助项目大致有两种：无需工作的奖学金和需要工作的助学金（包括助教金、助研金）。奖学金的发放对象主要是申请学习大学本科课程者，对申请人的要求也比较严格。助学金的资助对象主要是申请学习硕士以上水平研核备究生课程者，资助获得者需为资助机构工作。

无论是申请基金会资助还是学校的奖助学金，申请人要注意以下几点：

1．一定要在申请截止日期前将对方要求的各种申请材料和考试成绩准备好，并寄送资助机构。如果超过申请截止日期对方仍未收到所需的材料，申请人的申请将不予考虑。

2．要严格按对方的要求将成绩单、毕业证书、学位证书等材料译成所去国家官方文字。中外两种文本都要加盖签发机关印章。

3．如有申请人须提供推荐信的要求，推荐信须由申请人的师长或上级以所去国家官方文字书写。

4．除按要求填写申请表格外，申请人还要写申请理由书。申请理由书一定要具体说明个人申请奖学金的理由，列举自己的优势，文章不要出现语法和拼写错误。

5．如果有出版作品，申请人可将出版著作的提要译成所去国家官方文字，提供给对方。
