The affluent educational resources and job opportunities in conurbations and towns are what drive most people from other regions. Some people deem funds should be invested in works of art to aggrandize cities’ attraction. However, after serious consideration, I am convinced that a more reasonable and practical way to strengthen urban appeal is the investment in improving housing conditions and increasing opportunities.

富裕的教育资源和城镇的就业机会是大多数人离开其他地区的动力。一些人认为应该投资于艺术作品，以增加城市的吸引力。然而，经过认真考虑后，我相信，加强城市吸引力的一种更合理、更实际的方法是投资改善住房条件和增加机会。

Injecting funds in improving housing conditions can pull up the glamour index of metropolises and towns. In other words, the settlement of housing issues is one of the criteria to value charm in a city. For instance, in Beijing, the majority of people without houses tend to lack recognition of and satisfaction to the city，without any sense of security and belonging, let alone being attracted by it. Hence，improved housing conditions can be a vital factor to appeal.

To invest in increasing employment and learning opportunities is another way to gain charm. Conspicuously, a growing number of people flooding into conurbations is due to the fact that they have opportunities there to realize their own values and become capable. For example, the government established more colleges and universities in big cities to provide better learning resources. Besides, introduction of more substantial enterprises by the way of investment incentives has furnished a mass of employment chances. Hence, construction of a broadened platform is the key to attracting people.

Spending money on works of art in public places has its own rationality, which is conducive to adding a humanistic flavor and improving the display of a region. However, funds should be utilized on essential issues to heighten the appeal of the region, in view of actual demands of people for survival and development as well as urban development and growth.

把钱花在公共场所的艺术品上，有其自身的合理性，这有助于增加人文气息，改善地区的展示。但是，在基本问题上应利用资金，以提高地区的吸引力，考虑到人民的生存和发展以及城市发展和经济增长的实际需要。

In brief, improvement of housing conditions and addition of opportunities are fundamental to those regions’ appeal. Meanwhile, the government should also establish relative system to add an artistic atmosphere in public places.
