Describe a law about environment that you would like to see in the future.

You should say: what the law is

why the law is needed

who will be affected by the law

And explain how the law will affect the environment.

经过分析后不难理解，该题目意思是针对某一环境问题，建议出台怎样的法律来解决这一问题，从而达到改善环境的目的。因此答题的基本思路为：选择一个具体的环境问题（environmental problem），阐述该问题对人类的危害（harm to human），提出法律上的对策（rules and regulations），说明如何达到改善的目的（improvements）。

在解析具体题目之前，大家需要掌握以下有关法律的表达：

“违法”的表达

break / breach / violate the law

be against the law

be illegal to…

be an offense to…

“应该要做……”的表达

sth. should be done to…

sth. ought to be required to…

sth. should be permitted to…

Environmental problem 1: air pollution

Harm to human:

People’s physical health and even lifespan is threatened by adverse air quality.

人们的身体健康甚至寿命受到恶劣空气质量的威胁。

Haze may lead to suffering of respiratory diseases, lung disorders, and throat inflammation.

雾霾可能导致人们身患呼吸道疾病、肺功能紊乱、和咽喉炎。

Rules and regulations:

ban factories from emitting toxic gas 禁止工厂排放有毒气体

expand planting areas of trees 扩大植树面积

replace gasoline with clean energies 将汽油用新能源替代

control *oking in public places 严控公共场所吸烟

Environmental problem 2: white pollution

Harm to human:

The high consumption of plastic bags is a main source of white pollution since plastic takes centuries to degrade.

由于塑料的降解过程长达几个世纪之久，因此塑料袋的过度使用成为了白色污染的主要来源。

White pollution can contaminate surface water, groundwater and soil because it releases harmful chemicals.

白色污染会污染地表水，地下水和土壤，由于它会释放有害化学物质。

Rules and regulations:

cut the excessive use of plastic bags 减少塑料袋的过度使用

ban the use of plastic bags in supermarkets and shopping malls 超市和购物中心禁止使用塑料袋

charge customers who want to use plastic bags 对想用塑料袋的顾客收费

require supermarkets to introduce reusable shopping bags 要求超市提供能重复使用的购物袋

Environmental problem 3: greenhouse effect

Harm to human:

Greenhouse effect has a negative impact on the atmosphere due to the increase in carbon dioxide.

由于二氧化碳增多，温室效应对大气层造成负面影响。

Global warming is the consequence because there are not enough trees removing carbon dioxide and emitting oxygen.

由于没有足够的树来吸收二氧化碳*氧气，后果将是全球气候变暖。

Global warming will cause extinction of animals in the Arctic, eventually break ecological balance.

全球气候变暖会导致北动物的灭，终破坏生态平衡。

Rules and regulations:

mitigate greenhouse gas (GHG) emissions 降低温室气体排放

forbid excessive logging and deforestation 禁止过度伐木和砍伐森林

reduce coal consumption 降低煤炭消耗

use alternative energies for power generation rather than burning fossil fuels 使用可替代能源发电而非焚烧化石燃料
