写作思路  
把农场和公园改建成居民楼，主要目的是为了给居民提供足够的住房和更好的居住条件。但是这么做可能会造成一系列的问题。公园是人们休闲娱乐的场所，而且也美化了城市的环境。如果没有了公园，人们的生活品质会下降，城市的环境也会变差。农场用来生产粮食，如果把农田用来建房子，会影响到粮食供给和保障。

To provide sufficient housing for city residents, new houses are built in many cities and some of them occupy the land of farms and parks. This measure has some benefits, but its drawbacks should not be ignored.                  

In many cities,house shortage has become a serious problem, accompanied by the rising house price that is unaffordable to citizens. Therefore, it is reasonable to construct more houses to meet people’s demand, even though sometimes thispolicy may sacrifice farms and parks to acquire more land for housing. With more house supply, people can live in larger space and enjoy better living conditions.

However, it is unwise to demolish parks just for the purpose of constructing residential buildings. The park is a good place for citizens’ physical exercises and leisure activities, not to mention that it constitutes the environment of the city. In a park with a high greening rate, plants and trees can absorb waste gases and provide green shade, creating a comfortable environment for city dwellers. Without parks, the life quality in the city would decline obviously,as living in concrete jungles makes people depressed.

Also, replacing farmlands with houses may lead to the decline in the production of grains, with some people possibly suffering from starvation. Food security is a big concerntoday, particularly in underdeveloped countries. As farms are used forconstruction, people are expected to reclaim more land in the suburban area,making the environment deteriorate.  

Overall, in urban planning, it is justified to provide shelter for all citizens, but the importance of parks and farmlands should also be emphasized.
